个人简介

张新华,1998年通过国家教委和日本文部省的双重严格选拔后获得日本政府奖学金,并于1999年10月由国家教委派往日本山梨大学攻读博士学位,2004年4月作为四川大学引进人才回到水力学与山区河流开发保护国家重点实验室从事科研和教学工作。 承担本科生《水力学》(工程流体力学)的教学工作。从事包括水力学与河流动力学、水资源与水环境、水污染防控与生态修复、城市防洪减灾等方面的科研工作。 主持各类科研项目50余项,其中国家自然科学基金面上以上项目3项、国家重点研发计划子课题1项、国家科技重大专项(水专项)专题3项,山洪灾害防治建设与管理(中央本级)技术支撑服务项目课题2项,中央分成水资源管理、生态保护与补偿机制、洪水风险管理等项目30余项。 在WRR、J of Hydrol、IEEETGRS、RS等国内外刊物发表论文100余篇,其中SCI、EI收录60余篇;获四川省科技进步一等奖1项、二等奖和三等奖2项。 学习及工作主要经历: 1983.09 -1987.07 原成都科技大学水利系本科学习 获学士学位 1987.09-1990.07 原成都科技大学水利系硕士研究生 获工学硕士学位 1998.10-1999.08 东北师范大学,中国赴日留学生预备学校,进修日语 1999.10-2001.03 日本山梨大学研究生院土木环境工学科学习,研究生 2001.04-2004.03 日本山梨大学研究生院土木环境工学科学习,获工学博士学位 1990.07-1994.03 水利部四川省水利水电勘测设计研究院,从事水能设计与规划工作 1994.04-1998.10 原四川联合大学水电学院,从事教学和科研工作 2004.04-今 四川大学水力学国家重点实验室引进人才,从事科研和教学工作 近年主持的主要科研项目: 1. 河道弯曲度对改善城市中小河流生态环境的机理研究(国家自然科学基金No.51579162), 2016.1-2019.12; 4. 沟道洪水演进模型改进及耦合应用(山洪灾害防治建设与管理(中央本级)技术支撑服务项目课题),2017.6-2018.11; 7. 渭河关中段河道生态基础流量计算与分析(国家科技重大专项(水专项)专题),2009-2012; 10. 四川省水旱灾害防御项目(省本级)—大渡河流域洪水风险分析计算与区划评估,2022.05-2022.12; 11. 岷江紫坪铺水利枢纽工程变更对水环境影响评估,2022.06-2023.03; 12. 典型水源地水库现场监测分析与代码开发,2021.10-2022.03; 13. 成渝地区双城经济圈水安全现状研究,2021.10-2022.03; 14. 三峡工程不同调度方式下关键水文要素的变化规律模拟与重点保护目标满足程度研究,2020.03-2020.12; 15. 水源地水生态补偿机制研究,2020.03-2020.12; 16. 亚行“中国山洪灾害早期预警新技术开发及示范应用”项目实施评估,2020.3-2020.12; 17. 流域面源负荷及断面污染物通量、设计水文条件计算方法研究,2019.11-2020.11; 18. 我国江河源头区分区分类体系及生态保护补偿机制研究(水利部推进水流生态补偿机制建设项目专题),2017.11.1-2018.8.31; 19. 长江流域省界缓冲区规范化管理试点(水利部《水功能区监督管理》项目专题),2017 .1-2017.12; 20. 洪水风险图在防洪评价和防洪应急减灾中的应用研究(水利部防洪减灾(洪水风险图)项目专题),2016.3-2017.6。
