教育经历环境科学技术硕士、博士、博士后,法国国立路桥学校（Ecole Nationale des Ponts et Chaussées），巴黎，1987-1994 工程水文及水资源学士、硕士，华东水利学院(现河海大学)，南京,1978-1984 工作经历北京大学城市与环境学院教授、博士生导师（2006-）北京大学流域综合管理研究中心副主任（2008-）清华大学亚太水安全中心副主任（2017-）国务院南水北调办公室政策与技术研究中心总工程师（2004-2006）法国苏伊士集团东北亚地区科学技术总监（2001-2004）中国水利水电科学研究院水资源研究所所长、教授、博士生导师（1994-2001）
