Specifically adsorbed organic additives are found to enhance the intrinsic kinetics of hydrogen evolution and oxidation reactions in alkaline solution on Pt surfaces by reorganizing the interfacial water structure. In situ vibrational spectroscopies present compelling evidence that weakly hydrogen-bonded water has a substantial impact on the hydrogen electrocatalytic process.
