Operationbolster: Canada and the European community monitor mission in former Yugoslavia, 1991–92

The European Community Monitor Mission (ECMM) was the first peacekeeping operation which attempted to limit the conflict in the Balkans and pre‐dated the UN deployment by ten months. Originally an ad hoc organization, the ECMM developed permanence in the region as the conflict spread by adapting its roles and missions to new situations, particularly after the UN deployed in 1992. Its permanence was due in part to Canadian participation in the Mission. This provided significant operational professionalism and continuity, despite the fact that Canadian policymakers viewed this contribution merely in symbolic terms vis‐a‐vis Canadian‐European relations. The ECMM's flexible, and sometimes convoluted, modus operandi provides peacekeeping specialists with a case study on the limits of coalition peacekeeping operations and with a model for a future preventive conflict monitoring organization.
